The boys are 11 and 9 years old.  They have lived in the same apartment for 6 years.  Their mother has a severe substance use disorder and has been in and out of treatment and jail over the past decade.  She is currently incarcerated at South Bay HOC.  They have no other family in the area.

Larry works at Amazon delivering packages and has developed a reputation as a good employee over the past 4 years.  Larry has had 3 convictions of violating restraining orders against 3 different women.  A total of 9 women have taken out restraining orders on him.  (He has violated 3 of them).  A female co-worker named Eileen had taken out a restraining order on Larry and filed criminal charges for malicious destruction of property.  She indicated that after she declined his repeated offers to go out, he showed up at her house on 7 occasions. Eileen told him to stop coming to her house.  He then was at the supermarket where she shops on 6 occasions even though he lives 25 miles away.  He would follow her around the store and ask her out.  When she told the manager, Larry was escorted out of the store and told not to come back.  This is when the co-worker took out the restraining order.  After that Larry texted Eileen saying that “you will be sorry for spurning me – nobody does that!”  Eileen’s car tires were then slashed and the words “Larry is a good guy” were painted on the hood.  A number of the woman’s friends also told her that they received strange messages from Larry on social media about how they were together and that Eileen was taken.

When Larry was charged with violating a restraining order before, he cut off his electronic bracelet and followed the woman when she was out with her husband.  This ended up in a physical altercation in which the husband beat Larry up.
